REPORTS TO:  Director of Special Education & Principal

 

POSITION GOAL:

Coordinate and assist in the implementation of the Pulaski County Board Policies and Procedures as they relate to special education. Provide technical assistance and professional development training in the implementation of the Kentucky Administrative Regulations, the Individuals with Disabilities Education Act (IDEA), and Section 504 of the Vocational Rehabilitation Act of 1973.

 

PERFORMANCE RESPONSIBILITIES:

  • Assist the Director of Special Education in the development and implementation of PCPS Board Policies and Procedures as related to special education. 
  • Assist the District 504 Coordinator and School 504 Coordinators with the implementation of PCPS Board Policies and Procedures as related to Section 504 of the Vocational Rehabilitation Act of 1973.
  • Schedule ARC’s according to Policy and Procedures and timelines. 
  • Serve as ARC Chairperson for referral,annual review, transfer, eligibility,  re-evaluation, and other ARC meetings at the assigned schools.
  • Serve as 504 Chairperson for referral, annual review, transfer, eligibility, re-evaluation. and other 504 meetings at the assigned schools.
  • Review and completion of IDEA documents as appropriate.
  • Assist staff, parents, etc. in referral procedures including participation in a committee designated to assist staff in interventions and strategies prior to a referral to special education, collecting required information prior to ARC to discuss referral (up-dated screenings, documentation of interventions, etc.). 
  • Assist staff with interventions and strategies in behavior management (i.e., classroom management programs, individual behavior management programs, conducting a Functional Behavioral Assessment, de-escalation strategies, Safe Physical Management, etc.). 
  • Collect and analyze data at the school level consisting of the number of referrals, effectiveness of special education programs, specially designed instruction, etc. 
  • Provide in-service to staff on special education topics including due process, eligibility, specific areas of disabilities, etc. 
  • Assist with daily scheduling of students to ensure IEP services are included. 
  • Assist with transition services, Individual Learning Profiles (ILPs), and post-secondary education requirements.
  • Complete and assist staff with completion of due process forms correctly and accurately. Serve as the recorder for ARC conference summaries and review all documents prior to adjournment of ARC meetings.
  • Manager of Child Find referrals.
  • Maintain private/home school records for students with disabilities at assigned schools.
  • Complete process for transfer students in/out of the district including record obtainment, transfer ARC meeting, and maintenance of due process records.

 

  • Assistance in the development, dissemination and evaluation of procedures for obtaining special educational services.
  • Procedures of due process including referral, timelines, ARC procedures, least restrictive environments, etc. 
  • Assistance in the identification and evaluation of students. 
  • Determination of appropriate actions regarding special education within clearly defined guidelines.
  • Consultation with parents, administrators, teachers and others regarding psychological and emotional-related issues.  
  • Current knowledge of technological advances, including assistive technology.
  • Establishing and maintaining cooperative and effective working relationships with others.
  • Communicate effectively both orally and in writing both in small and large groups.

 

  • Perform other duties as assigned.

 

KNOWLEDGE OF:

  • Requirements of the Individuals with Disabilities Education Act.
  • Section 504 of the Vocational Rehabilitation Act of 1973.
  • Evidence based practices as related to the RTI process.
  • Infinite Campus and other current technology platforms such as Google Drive utilized to document due process records.
  • Alternate Assessment Participation Guidelines
  • Transition / Indicator 13 Requirements
  • Kentucky Department of Education’s IEP Development Guidelines

 

  • Special Education teacher consultation methods and practices.

 

 

EDUCATION AND EXPERIENCE:

  • Special Education teaching certification
  • 5 years of successful special education teaching experience
  • Endorsement for Special Education Consultant ( EPSB CA-27)
